Abstract

Aproaching the study of labor fluctuation from development a development perspective implies
closing the analysis to one of the key expressions of labor movility, related to the study of the flow
that compromises the determination of well/being sustained. This work carries out an analysis of
what is happening in Higher Education with the labor fluctuation of teachers and researchers. Of
the main concepts on labor fluctuation that facilitate the expansion and understanding of its
application and relationship for development and its possible sustainability. Some of the results of
the survey applied to young teacher and those with more experience, the interviews with those who
were discharged, among other actions, allow us to visualize the importance of the
reconceptualization of job fluctuation, as a condition of development of the professional and the
institution and not as an indicator of job abandonment. A contribution to excellence in human
resources management, where entry is an offer of permanence in improvement, performance is an
opportunity to achieve competencies suitable for international exchange, and exit opportunities
constitute the source of increased return, well cloister and the institution. This logic determines the
objective of this article to present the place and role that labor fluctuation must have in Higher
Education for the sustainable development of the Nation.
