Proposal for a digital solution to the kindergarten enrollment process at the Ministry of Education of the Republic of Cuba

Abstract
The study addresses the problem of significant delays in the process of granting kindergarten placements in Cuba, a 100% in-person and paper-based procedure that generates inefficiencies and citizen dissatisfaction. The general objective was to propose a digital solution for this process within the Ministry of Education. The Central Methodology was used, complemented by documentary analysis (Resolution 66/2022) and expert interviews, to diagnose the current workflow, identify deviations, and classify stages. The diagnostic results revealed eight main deficiencies, such as document duplication, lack of essential data, and the absence of digital channels. As a solution, the mobile and web application "PequeTrámites" was designed, which fully digitizes the process, allowing online applications, digital signatures, availability checks, and automated notifications. Its practical value lies in the potential elimination of in-person procedures, the reduction of paper use (with estimated savings), greater transparency for citizens, and the optimization of administrative management.
