Strategies for monitoring and controlling human development credit in the businesses of its beneficiaries in Portoviejo

Abstract
Despite the implementation of credit as a tool to improve the living conditions of the beneficiaries of the Bono de Desarrollo Humano, there is no specific evidence to demonstrate its effectiveness in reducing poverty. Thus, there is a need for an appropriate monitoring system to assess the effect of these enterprises on the quality of life and economic growth of this population. This study aims to develop a strategy for monitoring and control of the Human Development Credit (CDH) in the enterprises of the beneficiaries in the canton of Portoviejo. The research adopted a mixed approach and used analytical-synthetic and inductive-deductive methods to understand the roots of the problem and connect theory with practical observation. Surveys were employed to 50 randomly selected enterprises from a population of 100 beneficiaries of the CDH, and descriptive statistical analysis was used to organize the data obtained. The results show that the lack of an effective monitoring and control system hinders the proper use of resources, which can negatively affect the success of the enterprises. It is advisable to establish more rigorous monitoring, strengthen the capacities of entrepreneurs and improve supervision by the responsible entities, which is essential to ensure that beneficiaries maximize the benefits of the Human Development Credit and achieve sustainable economic development.
