e381
Abstract
The research evaluated the comprehensive feasibility of the rural road improvement project in
Portoviejo and its socioeconomic and productive impact. A mixed methodology was employed,
combining quantitative analysis of economic indicators (IRR, NPV, B/C) with qualitative
assessment of sociocultural and environmental impacts. The study covered 10.9 km of the 4
Esquinas - Estancia Vieja - Pachinche en Medio road, benefiting a population of 256,363
inhabitants. The results revealed the economic viability of the project and its potential to generate
substantial benefits in terms of income, employment, and the appreciation of agricultural
properties. The importance of incorporating advanced technologies and designs that respect the
natural and cultural environment was evident. The analysis highlighted a shift in the perception of
rural roads, recognizing them as crucial elements for comprehensive territorial development. The
research concluded that investment in local roads has a multifaceted impact, improving not only connectivity and reducing transportation costs but also facilitating access to basic services,
markets, and educational opportunities. These findings underscore the need to reconsider road
infrastructure policies, prioritizing a balanced approach that acknowledges the strategic role of
rural roads in promoting inclusive and sustainable socioeconomic development in regions like
Portoviejo.
